Commitment and Policy of Social Responsibility for Human Rights
Indocement is committed to giving great attention to the fulfillment of human rights, both those related to employees and other stakeholders. As a public company, Indocement always strives to fulfill human rights based on universally applicable provisions, Indonesian laws and regulations, and the Company’s internal policies.
The affirmation of this commitment is reflected in the Collective Labor Agreement between Indocement Management and the Indocement Trade Union within the Company.
Social Responsibility Implementation Related to Human Rights
Implementation of Human Rights in the Manpower Aspect
Healthy and harmonious industrial relations must be based on awareness of the rights and obligations of each party, including the fulfillment of human rights provisions. Therefore, the Company ensures the implementation of human rights principles in its operational activities.
Freedom of Association and Assembly
As stipulated in Article 28 of the 1945 State Constitution of the Republic of Indonesia and Law No. 21 of 2000 on Trade/Labor Unions, the freedom of association and assembly is a right of every individual, including the Company’s employees. Therefore, Indocement guarantees the rights of its workers to associate, gather, and express opinions. The Company also supports employee associations through the formation of trade unions.
Currently, there are three trade unions at Indocement:
- Trade Union of Indocement Tunggal Prakarsa Citeureup Unit, Bogor, registered with the Bogor Regency Social and Manpower Office No. 161/OP.SP.ITP/03.35.161/03/X/II/02 dated 4 February 2002.
- Trade Union of Indocement Tunggal Prakarsa Cirebon Unit, Cirebon, registered with the Cirebon Regency Manpower and Transmigration Office No. 560/03/XI/KAB.CRB/SP-CRB/2006 dated 6 November 2006.
- Trade Union of Indocement Tunggal Prakarsa Tarjun Unit, Kotabaru, registered with the Kotabaru Regency Manpower and Transmigration Office No. 560,568/16/Naker dated 6 April 2002.
Free from Forced Labor Practices
Indocement applies working hour regulations in accordance with Article 77 of Law No. 13 of 2003 on Manpower, which stipulates 40 hours per week. This regulation is included in the Collective Labor Agreement (CLA), Article 17 of Chapter VII, CLA X for the 2023–2024 period.
With this working schedule, the Company ensures there are no forced labor practices, as employees have sufficient rest time. Additionally, the Company provides various types of leave entitlements, as stipulated in Article 35, Chapter XI of CLA X for the 2023–2024 period.
This policy also applies to the Company’s partners and vendors, demonstrating its commitment to eliminating forced labor practices.
Child Labor
The Company sets the minimum age for prospective employees at 18 years, as specified in Indocement’s recruitment requirements. This policy reflects the Company’s commitment to eliminating child labor practices and also applies to its partners and vendors.
Job Opportunities for People with Disabilities
The Company provides job opportunities for people with disabilities in roles that match their expertise. Currently, there is one disabled employee working in an administrative position at the Citeureup Factory.
Human Rights Training for Security Units
The Security Department receives internal training on the code of ethics and the CLA, which includes human rights protection. These trainings are part of the mandatory training program for the security department.
Respect for the Customary Rights of Local Communities
The Company respects the fundamental rights of communities, especially those around its operational sites. It engages with local communities through CSR programs, ensuring that all communication and interaction are conducted respectfully, without intimidation, and with full awareness of local customs and indigenous rights. All activities are based on the principle of mutual benefit.
