Executive Summary: 

The Cirebon (Palimanan) Cement Factory maintains an accredited ISO 14001:1996 Environmental Management System to take precaution against and to manage adverse negative environmental and social impacts caused by its cement production. The company voluntarily participates in the Blue Sky Program and the Proper Program, both initiated by the Government of Indonesia to improve environmental conditions in Indonesia. The Cirebon (Palimanan) Cement Factory it is in compliance with the environmental management and monitoring commitments developed in the Environmental Impact Assessment study and stated in the RKL and RPL documents.

The Environmental Management Plan combines the various individual environmental and social management programs that are in place at the Cirebon Cement Factory. It also includes the management response to process changes related to the Clean Development Mechanism project.

The Cirebon Cement Factory is operated by PT. Indocement Tunggal Prakarsa Tbk. (Indocement), consisting of two kilns and occupying in total about 470 ha of land including raw material mining.

The factory is strategically located about 20km west of Cirebon to supply cement, primarily to West Java market as well as elsewhere. The cement production process consists essentially of raw materials mining, drying, grinding, kiln burning, cooling, finish grinding, packing and shipping. The raw materials used are limestone, sandy clay, and iron sand.

The Clean Development Mechanism (CDM) project includes the introduction of additive materials into finish grinding, and the use of alternative fuels. It is envisaged that biomass will be the main source of alternative fuels but the use of waste oil, waste tires and other industrial wastes are also considered.

Dust and gaseous emission are recognized as the prime adverse environmental impact in the cement industry. Social challenges arise from the need of a high number of employees and the need for mining areas. Material handling imposes significant stress on the local transportation infrastructure. Process changes due to the CDM project may be perceived as negative and detrimental to the environment.

This Environmental Management Plan outlines a series of Impact Mitigation and Monitoring Plans to address these environmental and social challenges. Individual plans exist for:

The implementation of the Environmental Management Plan is embedded in an ISO 14001 accredited Environmental Management System. The Environmental Management System outlines environmental objectives and targets, institutional requirements, responsibilities and authority, and required financial and human resources.
